GUIDELINES FOR STUDENT COUNCIL ORGANIZATION AND BARANGAYETTE
Objectives
a. to develop student leadership;
b. to support the school’s rules and regulations;
c. to plan and execute formation/development programs for students;
d. to plan and set school activities; and
e. to represent the student’s concerns to the school personnel.
Positions of Office
a. President (highest grade level only)
b. Vice President (second to the highest grade level only)
c. Secretary
d. Treasurer
e. Auditor (Open for all levels)
f. Business Manager
g. Grade 4 ; Grade7 Level Representative (Gr. 4 ; Gr. 7)
h. Grade 5 ; Grade 8 Level Representative (Gr. 5; Gr.8)
i. Grade 6 ; Grade 9 Level Representative (Gr. 6 ; Gr. 9)
j. Grade 10 Level Representative (Gr. 10.)
Membership
a. Possesses a satisfactory academic standing (No grade lower than 83 from the previous Academic Year);
b. Has not been suspended from the previous academic year;
c. Must have leadership qualities;
d. Possesses good public relations;
e. A role model to other pupils inside and outside the school.
Procedures
a. All students who are interested to run for any office will submit a letter of intent with parents’ signature address to the Screening Committee on candidacy on a specified date.
b. Upon submission, candidates must fill out an application form which must be turned in on time for screening and panel discussion.
c. Candidates who passed the screening process must form their own party list and name with the help of an assigned party moderator/adviser.
d. Qualified candidates will only be allowed to have one tarpaulin per party (4x6ft). Other campaign paraphernalia like flyers, ballpens, stickers and the like, and any acts of bribery are strictly prohibited.
e. Each candidate will prepare a campaign speech for not more than three minutes for the Miting-de-Avance.
g. A candidate may be disqualified if found guilty of violating any school’s rules and regulations within the campaign period.
h. Student councils will be elected by their peers through electronic /computerized election on a given day.
i. Whoever will emerge as winners become a Student Council officers and must give up their positions as classroom officers if there’s any. The empty position will be fill-in through classroom election.
j. A student Council officer is subject for suspension or removal from office depending on the gravity of the offense made.
Duties of Officers
A. PRESIDENT
> presides meetings of the Student Councils;
> spearheads and coordinates SCO-sponsored activities
> presents suggestions and recommendations of the SCO to the administration and in turn, receives the administration’s recommendation to the SCO
B. VICE PRESIDENT
> assists the president and assumes responsibilities in his/her absence
C. SECRETARY
> keeps the minutes of the meetings and furnishes the adviser, academic coordinator and principal with copies of said minutes
> checks attendance during meetings and keeps a record
D. TREASURER:
> takes charge of financial matters that concern the SCO
E. AUDITOR:
> reviews the integrity of the financial reports of the SCO
F. BUSINESS MANAGER:
> plans, directs and oversees the SCO’s financial matters
G. LEVEL REPRESENTATIVES:
> relays all important, relevant and urgent information to the advisers and class presidents of the level he/she represents
> initiates, facilitates and coordinates level activities
